Abstract

The objectives of this research were: 1. to study the level of Information Technology service management of Rai Khing Municipality, Nakhon Pathom Province, 2. to compare public opinion on information technology service management of RaiKhing Municipality, Nakhon Pathom, classified by personal factors and 3. to study the problems, obstacles and suggestions for management of information technology service of Rai Khing Municipality, Nakhon Pathom Province.

Methodology was the mixed methods: The quantitative research collected data by questionnaires with the whole confidence value equal to 0.632 from the 384 samples from the populations of 22,398 people who were 12 years old and over    at Rai Khing Subdistrict, Sam Phran District, NakhonPathom Province,  analyzed data by statistics of frequency, percentage, mean and standard deviation t-test, F-test, one way ANOVA, and tested the paired variables differences by the least significance difference, LSD. The qualitative research collected data from 12 key informants by face-to-face in-depth-interview and analyzed data by descriptive interpretation.   

Findings of this research were as follows:

1.Level of information technology service management of Rai Khing Municipality Nakhon Pathom, by overall, was at a high level ( = 3.73) when classified by each aspect, it was found that Information Technology Service Management of Rai Khing Municipality,  Nakhon Pathom ,  Human resources aspect was at high level
(
 = 3.9, S.D. = 0.443), responsibility  aspect was at high level (  = 3.64, SD = 0.516), community structure aspect was at high level (  = 3.73, SD = 0.479),  basic structure of Information technology aspect was at high level ( = 3.71, SD = 0.509), service aspect was at  high level ( = 3.6, SD = 0.4735), all aspects are at a high level.

    2. The comparison of people opinions on the information technology service management of Rai Khing Municipality Nakhon Pathom, classified by personal factors indicated that people with different gender, age, status, education level and occupation did not have different opinions on the information technology service management of Rai Khing Municipality Nakhon Pathom, rejecting the set hypothesis.  

    3. Problems and obstacles of information technology learning management of RaiKhing Municipality NakhonPathom province were as follows: there were various types of information technology and always developed that make it difficult o follow up the trend, besides the prices of information technology was very high unaffordable for the new models. Older persons could not use the information technology at its most efficiency. People in the location did not have confidence in community leaders for knowledge transferring, the time for learning technology was limited and not the hand-on practice. There was no interesting handbooks for technology learning. There was not need assessment before training, people dinot know the activities before hand. Suggestions for the information technology service management of Rai Khing Municipality Nakhon Pathom, were that there should be integrated training for information technology usage of the technology that has been continuously developed emphasizing using low cost applications for the group of older persons and agriculturalists. Information technology centers should be added connecting with various agencies for computer using services. Confidences in community leaders should be created. The time for information technology learning should be extended. Educational fieldtrip should be added so that learners would have experiences in the real situation of technology application. There should be handbooks for new personnel and applying motivation techniques to learners to participate in training such as assessment and rewarding, surveying data before meeting sot that people would have data and information to propose in the meeting.
